The Government has announced it is consulting on changes to the planning system aimed at tackling the housing shortage and related longer term economic problems. It has published two consultation papers and a new Circular on Planning Obligations.
Planning of Housing Provision introduces a new policy approach to planning where by house prices and other market information is taken into account when deciding what level of house building is necessary; plans will be made for a fifteen-year time frame with a rolling five-year supply of appropriate land; review of regional plans where there are changes in housing market conditions and a continued focus on brownfield sites for development. Responses to this consultation must be received by 9 September 2005.
The Town and Country Planning (Green Belt) Direction strengthens planning control in Green Belt areas by ensuring closer scrutiny of planning applications and the referral of significant developments for the Secretary of State’s consideration. Targets for each region to maintain or increase the area of Green Belt designated in local plans will also be introduced. Responses to this consultation must be received by 14 October 2005.
