With the Amendment Regulation, the validity period of the expertise authority has been reduced to 5 years, and the renewal process has been structured within a more organized system. Accordingly, at the end of the 5-year period, to renew the green certificate expertise authority, individuals must first receive training from an educational institution authorized by the Ministry and then retake the exam to renew their expertise authority. Otherwise, the authority of experts who do not undergo the required training will be suspended.
C. Transitional Provision for Current Green Certificate Expertise Holders
The Amendment Regulation includes a transitional provision in Article 1. According to this provision, individuals who obtained the green certificate expertise authority before the enactment of the Amendment Regulation will continue to be subject to the 10-year validity period, instead of the 5-year renewal period stipulated in the regulation. Therefore, the validity period of these individuals' expertise authority will not be reduced to 5 years; their certificates will remain valid for 10 years from the date they were initially issued.
After the completion of the 10-year period, however, these experts will need to receive training from an educational institution authorized by the Ministry and successfully pass the exam to renew their authority. In this way, while the acquired rights of the current expertise holders are preserved, it is foreseen that at the end of the period, all experts will be subject to the same training and exam requirements.
D. Changes to the Professional Criteria for Green Certificate Experts
In the annex titled "Green Certificate Settlement Evaluation Guide" of the Amendment Regulation, changes have been made to the professional criteria for green certificate experts. Prior to the change, green certificate expertise was limited to individuals belonging to specific professional groups. However, with the recent change, this authority is no longer restricted to any particular profession, and now, graduates from any university department who have completed a 4-year bachelor's degree can become green certificate experts.
E. Conclusion
