Vietnam: White Collar Crime, Anti-Corruption & Fraud

A new decree on penalties for violations related to the crypto asset market creates compliance risks for offshore crypto asset exchanges in Vietnam that do not hold, and practically cannot obtain, a Vietnamese license, and for Vietnamese users who continue to transact on those platforms.

First, the Anti-Corruption Law of 2018, as amended in 2025 (“Anti- Corruption Law”) is the primary law governing anti-corruption efforts in Vietnam. It outlines acts constituting corruption and provides for prevention, discovery, and handling of such acts, whilst also establishing penalties for corrupt acts.

Vietnam faces unprecedented pressure from the United States Trade Representative over intellectual property enforcement, particularly in pharmaceutical counterfeiting. Following its designation as a Priority Foreign Country in April 2026, Vietnam launched a nationwide crackdown and restructured its IP enforcement framework, with recent police operations revealing large-scale counterfeit medicine rings that pose serious public health risks.

Recently, Vietnam has witnessed a dramatic increase in cyber fraud, causing significant financial losses and posing a grave threat to both Vietnamese and foreign entities.
