Zusammengenommen markieren diese Pakete das, was der Rat als strukturellen Wandel in der Sanktionspolitik der EU beschreibt: weg von der Ausweitung von Listen benannter Personen hin zur systematischen Störung jener Finanzinfrastruktur – Zahlungskanäle, Bankbeziehungen, Krypto-Asset-Ökosysteme, Korrespondenzbankgeschäfte, Handelsfinanzierung und Seelogistik –, die Russlands Kriegswirtschaft ermöglicht.
Fazit:Für Banken, Wertpapierfirmen, Zahlungsinstitute, E-Geld-Institute, Kryptowerte-Dienstleister (CASP), Versicherer und Vermögensverwalter bedeuten diese Entwicklungen eine erhebliche Verschärfung der Anforderungen an die operative Compliance.
