Finland: New Technology

A logistics company sends a fleet of AI-powered drones across a city. Each one carries a high-resolution camera and machine-learning software to identify obstacles and find safe landing zones. Along the way, without anyone intending it, the drones capture footage of gardens, open windows, children in playgrounds, and people on their morning commute.

There is encouraging news from Finland. GDP growth has been among the strongest in the OECD this year, and investment activity is showing renewed momentum.

Few questions in data protection law carry as much practical weight as this one: when does data stop being personal data? The answer determines whether the GDPR applies at all and with it, whether individuals hold rights of access; whether data can be shared with third parties or transferred outside the EU without GDPR safeguards; and what is permissible in AI development. In short, the boundary between personal data and non-personal data is the watershed of data protection law.

In Finland, the EU AI Act will be transposed into Finnish law by way of two government proposals.

On 21 May 2025, the European Commission published a proposal for a regulation that would amend the General Data Protection Regulation ("GDPR").
