Five groups have been proposed:
Of primary concern is the requirement that all business entities join such an organisation (over 2 million entities). This would involve a compulsory membership fee, non-payment of which could even lead to a prohibition on carrying on economic activity.

- industry and commerce
- crafts
- trade and services
- transport.
Each chamber would have its own "court" which would sanction non-compliance to the chambers statute and decisions.
