President Yeltsin has suspended the decree of the President of Komi Republic issued on 31 July 1996, no 215 which set up a non-commercial organisation - the fund "Resources of the North" which was empowered to collect taxes for the Republican and local budgets - both in monetary terms as well as in-kind. We are not aware if the Komi President has withdrawn his Decree.[QQ]
